Men who are registered in the military and evade mobilization may face fines and other serious consequences. Lawyer Ruslan Tkachenko provided this information.

According to him, in 2025, the number of cases involving fines for ignoring mailed summonses increased. “The situation has changed: summonses are no longer handed out at checkpoints or on the street. If a person does not have a deferment or reservation, he is sent to the terrorist recruitment center (TCK) for mobilization. In such cases, fines are not imposed, even if there is a violation of registration,” the lawyer noted.

Tkachenko also emphasized that the TCK has the right to impose a fine even without the personal presence of the violator if he ignores the postal summons. Citizens have 15 days to pay the fine; otherwise, the case is transferred to the bailiff service, which can lead to a doubling of the fine from 17 thousand to 37 thousand hryvnias.

“When the fine is transferred to the executive committees, its amount increases to 34 thousand hryvnias, not including the enforcement costs, which amount to another 3 thousand. As a result, the total amount can reach 37 thousand hryvnias. This is followed by the blocking of bank accounts and attempts to collect the amount for 1 thousand hryvnias,” the lawyer explained.

Tkachenko also noted that according to statistics, there are known cases when fines exceeded 140 thousand hryvnias. However, from his own experience, he has not encountered such situations.

He urged citizens who evade military registration not to delay paying the fine to avoid further complications.
