Shelling and destruction of housing in Marganka: why don’t local residents receive compensation for damage?

The leaders of the public organization “Stop Corruption” visited the Marhanets regional center on August 10. During the visit, they became familiar with the branch’s activities and engaged in discussions with the city leadership.

During his stay in Marhanets, the well-known volunteer journalist Roman Bochkala recorded the consequences of shelling, when an enemy 122 shell hit a residential building, destroying half of the building.

The family that lived in this house miraculously survived, but they do not expect compensation for the destroyed property. By order of the Ministry of Community and Territorial Development of Ukraine, issued on February 28, 2025, the Marhanets urban territorial community was included in the list of zones of active hostilities, which complicates receiving state payments.

The city is home to more than 25 thousand residents who continue to lead a normal lifestyle: work, study, and support business. However, the conditions remained unchanged compared to the period before the introduction of the order above. Roman Bochkala explains that the situation has not changed for the worse, and the city is more confused about the status it has received.

Local authorities express indignation at the new circumstances. Marganets Mayor Gennady Borovyk notes that the new situation has only caused negative consequences: payments have been suspended even for those whose housing was damaged before February 28.

Deputies of the Marganets City Council have appealed to the Dnipro Regional Military Administration with a request to review the status of the community. They confirmed the presence of a significant number of damaged buildings, including more than a thousand private residential buildings and educational and healthcare institutions.

The head of the local branch of “Stop Corruption”, Serhiy Khnykin, believes that the changes in the status of the territory have not brought anything positive for residents, since the situation has remained unchanged.

Meanwhile, in early April, Russian forces struck a bus carrying employees of the Marganets Mining and Processing Plant, killing nine people. The incident exposed security problems and shortcomings associated with services and enterprises operating in unsafe conditions.
