Benefits for pensioners: who is entitled to free utilities

In Ukraine, there is a special category of pensioners who are given a 100% discount on utility bills. This benefit is not a subsidy, but a complete exemption from paying for gas, electricity, water, heating, and garbage collection. The Pension Fund of Ukraine reported this.

The right to benefits is granted to older people who live in rural areas and previously worked in the fields of education, medicine, culture, pharmaceuticals, or plant protection. The main condition is to have at least three years of experience in the position, as well as documentary confirmation of residence in the village. In addition, family income should not exceed UAH 4,240 per person as of 2025.

This benefit covers all basic utilities, as well as solid fuel for heating. To apply for the benefit, you must contact the social security authorities or the Pension Fund, submit an application, a certificate from the place of work, and a document confirming registration at the place of residence.

Other categories of pensioners are eligible for subsidies. If utility costs exceed the established mandatory payment, the state covers the difference. An application for a subsidy can be submitted through the “Diya” portal or in person at a branch of the Pension Fund of Ukraine.

It is worth noting that some pensioners may lose state payments, in particular those who left temporarily occupied territories or went abroad.
