Who is entitled to a deferral from September 1?

According to current legislation, Ukrainians have the opportunity to receive a deferment from mobilization for several reasons, including health issues, family circumstances, or the need to care for their parents. To do this, you must provide appropriate documents confirming these circumstances.

The deferment is provided to both men and women who are engaged in constant care for their parents or their spouse’s parents.

This applies to cases where older adults need help, even if they do not have a disability, or when it comes to parents with disabilities of groups I or II, provided that other relatives cannot fulfill these duties.

Deferment for caring for persons with disabilities

This right is also granted to those who raise a minor child with a disability, regardless of whether they are biological parents, guardians, or adoptive parents.

If the child has already reached the age of 18, relatives must confirm that they have a disability of groups I or II to receive a deferment.

Guardians and relatives, such as brothers, sisters, and grandparents, can also receive this deferment if they constantly care for persons with disabilities of group I or II.

Deferment due to health

Citizens who a military medical commission has recognized as temporarily unfit for service with the possibility of a re-examination after 6-12 months are entitled to a deferment. This also applies to persons with disabilities.

Deferment due to family status

It is available to women and men who have three or more minor children, provided that they do not have arrears in alimony. The deferment also applies to single parents if the other parent has died, disappeared, is imprisoned, or deprived of parental rights, and a court decision is holding the child.

Those who raise a child with a serious illness or have adopted an orphan under the age of 18 are also entitled to a deferment.

Women and men whose partners are active military personnel and have a typical minor child can also apply for a deferment.

This deferment can also be obtained by people close to those who died while performing combat missions, as well as relatives of persons awarded the title of Hero of Ukraine for merits from 2013 to 2014 or from February 24, 2022.

Deferment by profession

Heads of state bodies, employees of government structures, deputies, judges, employees of military units, and diplomats can apply for a deferment. This also applies to some students and teachers.

There are also new criteria for booking conscripts from March 1.
