Dismissal of the Director of the Department of Transport Infrastructure of KSCA Kandibor after flooding of the subway and heavy losses
Ruslan Candibar was dismissed from the post of director of the Department of Transport Infrastructure of the Kyiv City State Administration. In July, he was removed because of suspicion of carelessness, which led to flooding in the subway in 2023.
Ruslana Kandibor was removed from his duties in July, when the Holosiivskyi District Court of Kyiv granted the prosecutor’s office in the framework of an investigation into official negligence.
The investigation indicates that the actions of Kandibor contributed to the lack of a proper response to the emergency in the metro tunnel between Libidskaya and Teremki. Due to the cracks in the tunnel walls, water with sand began to leak, which caused a large-scale flood and closure of six stations on a “blue” branch.
This extraordinary event occurred on December 8, 2023, which led to the stop of the metro on the site from “Libidskaya” to “Teremkiv”, including the stations “Demiyivska”, “Holosiivska”, “Vasylkivska”, “Exhibition Center”, “Hippodrome”, and “Teremki”.
To eliminate damage to the tunnel, a complete recovery was required, and the overhaul cost the city of UAH 370 million. The passenger connection in this area was restored only nine months after the event.
In addition to the removal, the court identified a night arrest for Ruslan Candibar. However, the Kyiv Prosecutor’s Office plans to challenge the decision, insisting on a 24-hour arrest with an electronic bracelet.
Prosecutor General Ruslan Kravchenko noted that officials deliberately hid the real state of the tunnel. As part of the investigation, audio recordings were published, which became evidence in the case.
