Re-inspection in the CCC: who should prepare?

An essential deadline for confirming the status of disabled people is approaching in Ukraine.

By November 1, 2025, some individuals will be required to undergo re-commissioning; otherwise, they may lose their status and the associated rights. Lawyer Olga Brus provided details about who this applies to and what procedure will be followed.

In particular, a re-examination is mandatory for men aged 25 to 60 who have a second or third disability group issued after February 24, 2022, but not confirmed by the end of 2024. Those who received a disability before the commission reform will also be required to undergo an examination under the new rules.

According to the lawyer, if the status is assigned after January 1, 2025, the date of the subsequent examination is automatically assigned, so there is no need to appear before November. If a person cannot physically come for an examination, it is possible to submit documents through a family doctor in an online format.

Some categories are exempt from re-examination – these are people with severe disabilities, those who have lost limbs or paired organs, as well as the blind, deaf, patients with oncology or mental disorders. In addition, military personnel, police officers, SBU, as well as residents of combat zones and temporarily occupied territories, are exempt from re-examination.

A separate procedure has been established for those who are abroad. Individuals who plan to return but also intend to leave again must undergo an examination within a specified period.

“If persons who must undergo re-commissioning do not do this, they may lose the opportunity to confirm their disabled status,” Brus noted.

She also noted that without confirmation after November 1, 2025, such persons may be mobilized on general grounds.
