Construction of the Radisson Hotel in Kiev under the investigation of DBR

In 2018, Radisson Hotel Group announced plans to open its first Radisson hotel in Kyiv – Radisson Hotel Pechersk Park Kyiv. Initially, its opening was scheduled for mid-2022, but later a legal arrest was imposed on the object due to an open criminal case. However, as the journalists discovered, the hotel appears to have been completed.

For the company, this would mean presenting seven new establishments in Ukraine under three brands, with a total of 1,355 rooms, including Park Inn by Radisson Kyiv Troyitska, Radisson Blu Hotel Kyiv City Centre, and Radisson Blu Kyiv.

The Radisson Hotel Pechersk Park in Kyiv planned to accommodate 167 guests. On the ground floor, the plan included a registration zone, a bar, a restaurant with a summer veranda, a conference room, a spa zone, and a fitness center. The building is situated on a site that is still under development.

On April 22, 2025, the Pechersk District Court seized 0.1 ha of land, which belongs to the LLC “Druzhba of the CIS peoples”, as well as the construction object.

Investigation of law enforcement

The State Bureau of Investigation is currently checking the legality of construction work on the street. Kurganivska, 7. Criminal proceedings were opened on August 19, 2019. Investigators found that the construction is contrary to the site’s purpose, which is allocated solely for private housing.

According to the investigation, the customer of the “Druzhba of the CIS peoples” project has already begun construction on the site, which features an existing unfinished building with a tower crane installed.

The investigation revealed that changes to the site’s purpose were made on paper for the legalization of construction, whereas in fact, the land was intended for individual housing construction.

The developer received permission to proceed after a court ruling following the Department of State Architectural and Construction Control’s refusal in June 2019, as the site did not meet the declared goals.

It is also noted that part of the work is carried out on an adjacent plot owned by third parties, with missing records in the land cadastre.

Not only developers, but also officials who have not taken measures to stop construction and legalized it by issuing permits can be held accountable.

Part 3 of Art. 212 – tax evasion;
Part 2 of Art. 364 – abuse of power or office, which led to grave consequences;
Part 2 of Art. 364-1-abuse of authority by an official of a legal entity;
Part 2 of Art. 366 – service forgery.
Journalists continue to monitor the construction situation and prepare requests for law enforcement agencies to obtain official comments.
