September cancellation of payments: who will lose state support
As of September 1, 2025, new rules came into effect in Ukraine, defining the categories of internally displaced persons who will no longer be eligible for state payments.
The current list of these categories can be found on the Ministry of Social Policy’s website.
Financial support will be terminated for the following groups of persons:
Persons who purchased cars manufactured after 2020 (exception – cars purchased for the Armed Forces of Ukraine);
Those who purchased housing or land worth more than 100 thousand hryvnias;
Citizens with bank deposits exceeding 100 thousand hryvnias;
Displaced persons who purchased foreign currency or jewelry, as a result of which their savings exceed 100 thousand hryvnias;
Owners of apartments in safe areas, if the area of the housing exceeds 13.65 m² per family member.
Other reasons for termination of financial support
In addition, the benefit is canceled if a person is abroad for more than 30 days without a valid reason. These include trips for treatment, rehabilitation, internships, or health improvement of children. Payments may also be terminated in the event of the person returning to their previous place of residence.
Groups of persons who retain the right to payments
The Ministry of Social Policy emphasizes that the right to receive assistance remains with those displaced persons who truly need support, particularly those who have left regions where hostilities are ongoing or a security threat exists.
