2000 UAH for IDPs: who is entitled to the payment and how to receive it

In Ukraine, displaced persons will receive a new one-time financial assistance of 2,000 hryvnias. To become a recipient, it is necessary to be officially employed within six months after resettlement. This initiative aims to help increase family incomes and facilitate the employment process.

The Head of the Verkhovna Rada Committee on Public Administration and Local Self-Government, Olena Shulyak, reported on the approval by the Cabinet of Ministers of new rules for supporting internally displaced persons. In particular, the seventh payment is equal to the standard monthly allowance for IDPs, which is 2,000 hryvnias for each non-disabled person.

The primary objective of these changes is to stimulate employment and self-employment among displaced persons, while also ensuring the stability of their families’ incomes and facilitating easier integration into the new environment.

To receive this assistance, displaced persons need to confirm payment of mandatory social insurance contributions. This can be, for example, a certificate from the employer regarding the paid single social contribution or a copy of the tax return of the single taxpayer.

New rules of the e-Housing program

Internally displaced persons will also receive easier access to the e-Housing housing lending program. According to the new regulations, the initial payment has been reduced from 400,000 hryvnias to 120,000 hryvnias, and the state will compensate 70% of the remaining amount.

Additionally, the state covers 70% of the loan interest rate in the first year (up to 150,000 hryvnias), as well as bank commissions and insurance costs of up to 40,000 hryvnias. The maximum cost of the purchased housing should not exceed 2 million hryvnias.

Who is eligible to participate in the program

Only officially registered internally displaced persons and residents of frontline areas who do not own other real estate and have not sold it within the last three years are eligible to participate in the e-Housing program. The changes made make the process of obtaining housing more accessible for displaced people.
