Delay of mobilization in Ukraine 2025: who can take advantage and under what conditions it will be canceled

The delay from mobilization is provided to the military only if the documents and decisions of the Territorial Center for Acquisition and Social Support (TCC and JV) are confirmed.

According to the Ministry of Defense, a deferral can be issued to persons on legal grounds, provided that the relevant documents support this. The final decision is made in the CCC and JV.

The main categories that can get a deferral include:

employees reserved by state bodies or enterprises;
persons with disabilities;
temporarily unsuitable for the health service;
single parents;
parents or guardians of children with disabilities or severely ill children;
persons who care for sick family members;
those who have an adult with disabilities of group I or II;
guardians of orphans or children deprived of parental care;
parents of three or more children under 18;
persons who have relatives with I or II disability group;
incapacitated guardians;
service members whose minor children remain under the supervision of the second spouse;
employees of military administrations;
students, graduate students, and doctoral students of full-time or dual education;
researchers who work on an introductory rate of at least 0.75;
persons whose loved ones have died or disappeared during the ATO/OOS.
In which cases can the delay be canceled

The Ministry of Defense notes that the deferral may be canceled in the following cases:

Termination of production or provision of services for the Armed Forces;
The loss of the enterprise status is critical for the economy.
liquidation of a state body or institution;
dismissal of the conscript, except for transfer to another position within the same body;
temporary termination of the employment contract;
granting a reasonable application by the head of the body;
expiration of the employment contract for employees of international organizations;
Failure to perform mine work within six months by a certified operator.
When government agencies are submitted through the “Action” portal or electronically sound information, the military is automatically transferred to general registration in the register, which cancels it.
