Shelters, cameras and alarms: reasons for increased security in schools and who may not be missed

Ukraine has adopted new security measures for educational institutions. The Cabinet of Ministers is to develop instructions on access to shelters to ensure the protection of students and teachers in case of danger.

The Verkhovna Rada has adopted a law that obliges schools to be equipped with fences, surveillance cameras, alarms, and other means of protection. These measures are aimed not only at everyday safety, but also at defining clear rules for the use of shelters in schools.

The Head of the Education Committee, Serhiy Babak, emphasized that the government will determine who will have access to school shelters to ensure order in critical situations. The Cabinet of Ministers, together with the founders of educational institutions, should create specific rules.

According to the new requirements, decisions on admission to educational institutions will be made by the director, the pedagogical council, or the school staff, while the founder must approve the order. All participants in the educational process — students, teachers, and parents — will be able to enter the territory freely, but other visitors will need permission from the administration.

The law also provides for the establishment of a surveillance system to record all school visitors, thereby strengthening security. It also prohibits persons with outstanding criminal records, those who have been convicted of sexual crimes, or those who have been administratively punished for domestic violence from working in schools.
