Changes in the activities of realtors in Ukraine: what is planned and how will it affect housing prices

Discussions on regulating the real estate services market have intensified in Ukraine. The initiative, which mandates the registration and certification of real estate agents, could significantly impact the quality of their services and the formation of housing prices.

A petition called “Regulate the activities of real estate agents in Ukraine: mandatory registration, certification and protection of citizens’ rights”, recently collected the necessary number of signatures for consideration. This initiative contains the following proposals:

mandatory registration of real estate agents as individual entrepreneurs or legal entities;
to undergo training and obtain certificates.
It is also proposed to ensure transparent conditions for concluding contracts for clients and introduce administrative liability for violation of the rules. The authors of the petition emphasize that these changes will help create a civilized market where the rights of buyers and sellers of real estate are better protected.

Impact on housing prices

Experts are divided in their opinions on the future impact of the new rules on the market. Some predict that the innovations may lead to an increase in the cost of real estate services, which in turn will affect housing prices. Others argue that the introduction of new standards will contribute to greater competition among real estate agents and improve the quality of services in the long term.

Realtor Oksana Savula emphasizes that professional activity in the real estate sector should be based on transparent contractual terms, and not on random agreements. She believes that in many countries, a realtor serves as a reliable partner and defender of the client’s interests, making them a trustworthy specialist.

“I hope that in Ukraine, the realtor profession will also become respected and authoritative. This petition is one of the steps in this direction,” the realtor noted.
