Kyiv City State Administration suffered financial losses in the hundreds of millions due to abuse

The Kyiv City Prosecutor’s Office reports that it is investigating active criminal cases related to embezzlement and misuse of budget funds. Several officials have already been under suspicion, and several cases have been transferred to court.

The total amount of losses detected exceeds 1 billion hryvnia, according to the prosecutor’s office.

During 2025, the prosecutor’s office sent 109 indictments to court regarding violations committed by officials of the Kyiv City State Administration (KCSA) and representatives of municipal enterprises.

Since the beginning of the year, 81 KCSA officials have been under suspicion in criminal cases related to losses totaling more than 280 million hryvnia.

According to the prosecutor’s office, the most common embezzlement schemes involve purchasing at inflated prices and paying for services or goods that were not provided to the city. Among the abuses are payments for repair work that was not performed, as well as expenses for planting flowers that were not carried out.

The prosecutor’s office emphasizes that its primary goal is not only to punish the guilty, but also to return the lost funds to the Kyiv budget.

However, the process is complicated by the Kyiv City State Administration’s position. According to prosecutors, officials refuse to recognize the administration as the injured party, which complicates the return of funds.

A striking example is the case of the municipal enterprise “Spetszhitlofond”, which, after receiving compensation from the contractor, returned it rather than sending it to the city budget.

The prosecutor’s office reports that the approach to such cases has been changed, and positive results are already emerging. They promise to provide details in the near future.

We want to add that the former head of the Kyivpastrans department is currently under investigation for improper performance of official duties during the purchase of electricity, resulting in significant losses to the city budget.
