Military registration of women with medical or pharmaceutical education
The territorial recruitment centers of the Donetsk region have provided clear explanations regarding the new procedure for military registration of women with medical and pharmaceutical specialties.
The changes apply not only to the specialists themselves but also to their employers, who have been given new responsibilities for maintaining records of female employees. The Sudovo-Yurydychna Gazeta reports this.
A new mechanism for registering women with appropriate education for military registration comes into effect on July 31, 2025. This mechanism, often called “automatic”, contains a clearly prescribed procedure in accordance with the updated Order No. 1487, approved by the Cabinet of Ministers on December 30, 2022.
Transfer of information to the CCC after training
Educational institutions that train female specialists are obliged to submit lists of graduates to the CCC within 7 days of issuing diplomas, at their place of residence.
After that, the CCC will enter this data into the “Oberig” register and assign a military registration specialty to each woman.
Passing the VLK is mandatory.
Graduates must personally visit the CCC within 60 days of graduation to pass a military medical commission.
For whom the old rules apply
The new rules apply to those who received their education after July 31, 2025. Women who graduated before this date and are not registered must independently apply to the CCC.
Mandatory military registration and exceptions
Military registration is mandatory for women with a medical or pharmaceutical specialty; this norm remains unchanged. Other specialists can register only voluntarily.
The military registration document (VOD) is a key document for employment.
Since 2025, women with relevant specialties must provide a military registration document (VOD) upon hiring, in both paper and electronic formats via the “Reserve +” application.
Without this document, the employer does not have the right to hire an employee, as keeping records without a VoD is prohibited by law and may result in fines.
If an employee is hired without a VoD before 05/18/2024
In this case, the employer must notify the CCC in any form. Although no specific deadlines have been set for this, this should be done before possible inspections.
Keeping records of women with a VoD
The employer must keep records of such employees in accordance with general rules, similar to those for men liable for military service. This includes:
Notification of changes in registration data within seven days after hiring or dismissal, as well as by the 5th of the month in case of a change in name, address, etc.
List of personal military records, where women from the military service are entered.
Operational records, where the number of such workers is separately indicated.
Women’s conscription is only voluntary.
Despite the mandatory registration, women’s mobilization is possible only with their voluntary consent. The Law of Ukraine “On Military Duty and Military Service” strictly prohibits the forced conscription of women.
Reservation – not applicable
Women are not subject to reservations and are not taken into account when calculating the quota for reservations at enterprises. Until the end of 2025, no changes are foreseen regarding the conscription of Ukrainian women. They can join the army exclusively voluntarily by concluding a contract with the Armed Forces of Ukraine after passing a military medical commission and an interview.
