Document to confirm postponement of mobilization

General mobilization and martial law continue in Ukraine. Men who receive summonses are subject to mobilization, but some may take advantage of the deferment option. On November 1, 2025, the country introduced an updated registration system and extension of postponements from the draft.

The Ministry of Defense reported that the documents were accepted to confirm the postponement of mobilization.

It is noted that paper documents with a wet seal are no longer issued.

“The electronic military registration document in the ‘Reserve+’ application is the main confirmation of the postponement,” the department said.

The Ministry of Defense also noted that if a conscript does not have access to a smartphone, a paper copy of the document can be obtained.

or by applying to the TCC and JV (or TsNAP for documents with a postponement mark).
In Ukraine, two separate mechanisms temporarily protect citizens from mobilization — postponement and reservation. These categories are not synonymous, and the reasons for granting and revoking them also differ.
