Sanatorium at the observation point: who is fighting for “October” in Koncha-Zaspa and for what purpose

On the evening of December 3, an incident occurred on the territory of the Zhovten sanatorium in Koncha-Zaspa between representatives of the Main Intelligence Directorate of the Ministry of Defense and military personnel of unit A4005. According to information from law enforcement officers, GUR officers broke into the territory without permission, broke the fence, and fired into the air and ground. As a result, ten servicemen were detained, who were injured, but were later released, and the GUR itself remained on site.

In addition, representatives of the National Police, the Military Law and Order Service, the Military Commandant of the Kyiv Region, and members of the Kyiv Regional Military Administration were present at the scene of the incident. Still, the GUR did not allow them onto the territory.

A unit of the State Bureau of Investigation joined the situation, which was supposed to seize property subject to sanctions. Another source noted that the Military Law and Order Service called the State Bureau, but the bureau representatives did not appear. It is known that both sides of the conflict have lease agreements for this territory, but no official reports of violations have been received. The conflict is currently under consideration by the central administration of the Military District.

The Deputy Commander-in-Chief of the Armed Forces of Ukraine, Lieutenant General Oleksandr Pavlyuk, also arrived at the incident.

The Military District confirmed that the individuals on the sanatorium’s territory were there without legal grounds. They reported that the owner of the land plot agreed directly with one of the Military District units during the period of martial law, and that, under current regulations, such agreements do not require additional approvals. All documents, along with explanations, were provided to the police, the Kyiv Military District, and the military administration. The Military District stated that its service members are lawfully on this territory and emphasized that disclosing information about the deployment would threaten personnel safety.

Later, the GUR added that the contract was concluded with a company associated with businessmen Boris Kaufman and Oleksandr Granovsky, who intend to build up the territory of the Zhovten sanatorium.

After the start of the full-scale invasion, one of the military units entered into a lease agreement with the sanatorium administration, and the territory is now being used in accordance with orders from the Ground Forces commander. This decision was agreed upon by the military administration of Kyiv and the sanatorium’s director. All buildings are sealed, and access to them is limited.

Sources report that in recent months, this is not the first time that representatives of the GUR have presented demands to leave the territory.

In 2020, the court ordered the facility to be arrested. In 2022, the State Bureau of Investigation reported that the sanatorium was returned to state ownership and that its management was transferred to ARMA, which valued the asset at UAH 60.7 million. However, a competition for a new manager did not take place.

In 2022, DTEK Kyiv Electric Networks and Kyivgastrade initiated bankruptcy proceedings against LLC Clinical Sanatorium Zhovten due to debts totaling UAH 5 million. The company’s movable property may be transferred to creditors to cover the debt.

Part of the land and real estate has already been transferred to a company associated with Boris Kaufman, and he may receive the remaining land plot for use, pending approval from the Kyiv City Council. The main goal is to develop the territory. Sources claim that in this situation, law enforcement agencies may be involved, using influential persons with business interests.

The Zhovten sanatorium has become an object of interest for oligarchs and an arena for political games, turning from a health center for pregnant women into a coveted land plot.
