Cigarette prices have risen again: a pack costs over 200 hryvnias

Ukraine will see a rise in cigarette prices due to a phased increase in the excise tax on tobacco products. This decision is enshrined in the legislation.

Tobacco prices will increase over several years, from 2025 to 2028, and the average cost of a pack of cigarettes may more than double, from approximately 100 hryvnias at the beginning of 2025 to approximately 205 hryvnias by the end of 2028.

The price increase is due to the need to adapt Ukrainian excise taxes to European standards. If the excise rate is 78 euros in 2025, it should reach 90 euros by the end of 2028.

The Verkhovna Rada adopted the law providing for this phased increase in excise taxes on December 4 last year, but the president has not yet signed it. As MP Yaroslav Zheleznyak noted, the delay in the law’s entry into force has already led to a shortfall in the state budget of over 700 million hryvnias.

The plan for increasing the excise tax per 1,000 cigarettes is as follows:

2025 – 78 euros (an increase of 35.4%);
2026 – an additional 5% rise;
2027 – an increase of 4.8%;
2028 – the excise rate will reach 90 euros, a 4.7% increase.
A separate increase in excise taxes on electronically heated tobacco products (TETNs) is planned, which will be less significant:

2025 – the rate will reach 70.4 euros (an increase of 22%);
2026 and 2027 – an annual increase of 0.5%;
2028 – up to 72 euros, which corresponds to the rise of 1.2%.
