Disability and mobilization: who can get exemption

In 2026, the Ministry of Defense of Ukraine intends to mobilize up to 2,500 men aged 25 to 60 each month.

According to Ukrainian law, persons with disabilities are not subject to conscription at any time – peacetime or wartime.

The terms of temporary exemption from mobilization can be 6 or 12 months. After that, a man must undergo a repeat military medical commission (VLK). If health improves and the disability is canceled, the person loses the right to a deferral and can be mobilized.

Persons with lifelong disability status have the opportunity to be exempted from conscription without time limits. At the same time, men with disabilities can voluntarily serve in the army if they express such a desire and sign a contract with the Armed Forces of Ukraine.

To obtain an official exemption from mobilization, contact the Medical and Social Expert Commission (MSEK) to confirm the disability. After that, you should submit an application for a deferral, which can be done through the Reserve+ application or at the nearest administrative services center.

If the decision is positive, the Reserve+ system will send confirmation of the active deferral status. While such a status is active, the mobilization of a person with a disability is impossible.

In 2025, Ukraine significantly updated its approach to mobilization, transferring most procedures online, which helped avoid queues at the CCC and simplify the process. The Ministry of Defense confirmed that these innovations remain relevant in 2026.
