Booking changes from February 1, 2026

From February 1, 2026, new rules for reserving workers from mobilization will come into force in Ukraine, which apply to both employers and employees. The main changes are an increase in the minimum wage for reserving, a reduction in decision-making times, and an improvement in the digital system.

From now on, the minimum salary level for receiving a reserving will be 21,617 hryvnias, instead of the previous 20,000 hryvnias. This rule is mandatory for enterprises in critical infrastructure and the defense sector.

Employers will now have to either increase the salaries of their employees or lose the opportunity to reserve, which may threaten the stability of the companies’ work.

In addition, state authorities plan to significantly simplify the process of considering applications for reserving. From now on, decisions will be made within 24 hours, while previously this process could take up to three days. The need to wait five days after a refusal to submit a new application is also being abolished.

Among the new requirements are the absence of tax debts and arrears on the unified social contribution (ESC), as well as compliance with criteria that will be determined by local authorities.

Of future importance is the receipt of an improved digital reservation system through “Diya” and the “Oberig” registry. This is designed to reduce the number of technical failures and cases when workers in critical sectors fall into the field of view of territorial recruitment centers.

Thus, Ukraine is gradually introducing this new system, which will undoubtedly affect approaches to booking workers and their social protection.
