When the CCC cannot impose fines

In Ukraine, as part of the general mobilization, military recruits are required to inform territorial recruitment and social support centers (TCKs) of any changes to their personal data. Failure to comply with this requirement may result in a fine ranging from 17 to 25.5 thousand hryvnias. However, the law provides important exceptions under which prosecution may be deemed unlawful.

Lidia Karplyuk, a lawyer, explained these nuances in a comment for OBOZ.UA, focusing on the application of Article 210 of the Code of Ukraine on Administrative Offenses.

### When the TCK is not entitled to impose fines

According to current legislation, a fine cannot be imposed if the territorial recruitment center can independently obtain the necessary data about the service member from state electronic registers. This applies, in particular, to information about the place of residence, marital status, or place of work, which are already contained in official databases to which the TCK has access.

In most cases, military registration is associated with a registered place of residence, so the relevant data is usually in the Unified State Demographic Register. In such cases, there are no legal grounds for administrative punishment, even if the person did not personally provide the data.

Administrative punishment is possible only when the information is missing from all available registers and the CCC cannot obtain it electronically.

Lydia Karplyuk also emphasized that each incident must be analyzed individually. If a fine is imposed despite the availability of all data in state registers, the decision can be appealed in court.

It was previously reported that the CCC can remove the wanted list without a fine and block accounts for 51,000 hryvnias without warning. It is also worth paying attention to changes in deferrals and summonses that may affect men in 2026.
