Financial pressure instead of busification: new penalties for evaders
The Verkhovna Rada of Ukraine is considering introducing automatic financial restrictions on citizens who have not updated their military registration data. This may include seizing bank accounts and assets to affect individuals wanted by territorial collection centers. Despite being only proposals, they have already sparked active discussion in society.
Ruslan Gorbenko, a member of the Parliamentary Committee on National Security, reported this. He noted that there is a problem with a large number of men who are not registered in the military registration system, with estimates ranging up to 2 million.
Horbenko explained that one possibility is the automatic application of financial sanctions, similar to how they are applied for traffic violations. If a person does not pay fines, the enforcement service can block their accounts or seize their property. Thus, sanctions may also be imposed on violators of military records: those who fail to update their data may face restrictions on access to financial resources.
In addition, the possibility of property confiscation is discussed, especially in cases where persons leave the country illegally and fail to comply with legal requirements. Horbenko noted that this is one of the most radical proposals, requiring detailed legal analysis and public discussion.
It is worth noting that in Ukraine there are already sanctions for violations of military records, in particular, administrative fines that can range from 17 to 25.5 thousand hryvnias, and, in case of repeated violations, up to 34 thousand. If fines are not paid, cases can be referred to bailiffs, who can freeze bank accounts and seize property.
In addition, violators may be wanted for forced delivery to territorial collection centers, and restrictions on driving a vehicle, a ban on processing documents abroad, and re-registration of cars may be introduced.
Criminal liability is also provided for: systematic evasion of military registration may result in arrest or correctional labor, and evasion of mobilization may result in imprisonment for a term of three to five years.
