You will have to cover utility costs yourself: who will lose financial support?
In 2026, some Ukrainians risk being left without utility benefits. Despite the increase in the income threshold, not all households will meet the new criteria.
The main indicator for receiving assistance is the income threshold, which determines whether a family is entitled to a tax social benefit, and accordingly, to a discount on utility payments.
According to the legislation, benefits are provided only to certain categories of the population if the average monthly income per family member over the past six months does not exceed the established threshold.
This year, the figure is 4,660 hryvnias, a result of the increase in the subsistence minimum. However, the increase in this threshold does not mean that everyone will automatically retain their benefits – if the actual income of the family exceeds the new limit, the right to receive assistance will not be granted.
To calculate income, data from the State Tax Service information bases are used, in particular, on income for the third and fourth quarters of the previous year. The Pension Fund automatically reassigns benefits, but only to those who meet the established requirements.
In some cases, if the place of residence, family composition, or list of utilities changes, recipients will need to reapply for benefits.
