Fines in ”Reserve+”: are notifications in the application valid and in what cases can they be appealed?

In the “Reserve+” application, there have been reports of fines for violating military registration requirements, particularly for failing to pass a military medical commission. However, lawyers note that receiving such notifications does not automatically impose administrative liability.

Recently, “Reserve+” users have begun to receive information about fines allegedly imposed on them, most often for failure to appear at the military medical commission. However, this fact does not indicate that the lawyer’s decision has already been formalized.

As lawyer Roman Simutin notes, only a reasoned resolution is considered legal. Without this document, the requirement to pay funds lacks the right to enforce. In other words, in the absence of an official decision, there is no basis for mandatory payment.

The situation changes if a citizen admits a violation or pays a fine. In this case, a referral to pass a military medical commission and prosecution for violating military registration is possible.

It should be remembered that even after paying the fine, the situation may not be over. Information about the violation may be entered into the relevant registers, and the violation itself may be the reason for declaring a person wanted in the military registry.

The lawyer recommends: if you receive a dubious message from “Reserve+”, do not rush to pay. If an official resolution does not confirm the fine, it can be appealed in court. This will help avoid high financial costs, as the fine can start at 17 thousand hryvnias, and also prevent information from being entered into the register of offenders.
