In the Dnipropetrovsk region, an illegal scheme of deliberate evasion of mobilization was discovered, according to which the acting first deputy of the regional administration of the State Migration Service, together with a lawyer, received bribes from citizens subject to conscription. They promised to issue fake permanent residence permits, allegedly issued to foreign citizens.
The investigation established that the suspects created a fictitious status for foreigners to avoid checking military registration documents during mobilization. They demanded 5,000 US dollars for issuing one passport. To implement this scheme, questionnaire data from actual foreigners were used, and photographs were replaced with images of Ukrainian citizens.
Communication with clients took place via messengers, and payment for services was received during personal meetings in my role as a lawyer-mediator. The law enforcement agencies recorded receipt of two parts of the bribe totaling 10 thousand dollars, after which the suspects were detained along with the forged documents.
During the searches, forged documents, mobile phones, and messages confirming the coordination of the scheme participants’ actions were seized. Persons suspected of crimes were subject to preventive measures. The pre-trial investigation continues, and work is underway to identify other participants and possible aspects of illegal activity. Detectives of the State Bureau of Investigation and the Security Service of Ukraine provide operative support.
Law enforcement officers emphasize that, according to Article 62 of the Constitution of Ukraine, a person is considered innocent until proven guilty in court.
