Strengthening control over the CCC: recording all stages of mobilization

The Verkhovna Rada is discussing new initiatives for control during mobilization events. The idea is that each employee of the territorial recruitment and social support center (TCS) should be equipped with a personal body camera.

The main goal of this proposal is to record all actions during the service of summons and to avoid conflicts with citizens. The Ministry of Defense notes that the camera should function individually for each employee, and not jointly for the entire group. This will allow recording all stages of document checking, notification, or service of summons, because currently the cameras are distributed between the TCS and the police, depending on their workload, which can lead to “blind spots”.

The Ministry of Defense also emphasizes that the law “On Mobilization Training and Mobilization” provides for video recording. During inspections, representatives of the CCC and the police have the right to record the process, and the camera should be activated from the moment the action begins and remain on until it is completed, except when filming prohibited objects is captured.

All recorded materials are stored in an electronic archive for 30 days, allowing verification of circumstances in the event of conflicts or complaints. An important aspect is that CCC employees may face disciplinary action for failing to comply with the rules governing the use of technical means.

Full video recording can reduce the number of conflict situations during mobilization events by allowing detailed documentation of facts, thereby reducing the risk of abuse. Deputy Yulia Yatsyk noted that continuous recording of CCC actions will help establish the truth more quickly in controversial situations.

It was also reported that 90% of reports of alleged “busification” are disinformation from Russian sources. Although forced mobilization does occur, its occurrence has become much rarer, as the CCC is staffed mostly by former military personnel who have been injured and cannot participate in combat operations.

Earlier, the recruitment centers announced a “reset”, noting that most complaints are fake and manipulated.
