Student mobilization in 2026: what new nuances regarding the postponement risk being left without it

During martial law in Ukraine, student status does not always provide protection from conscription. The legislation clearly regulates the categories of persons who are granted a deferral, but there are exceptions that may result in the loss of this right in the near future.

According to the Ukrainian law “On Mobilization Training and Mobilization”, a deferral is granted to students who are studying full-time or dual and are receiving education for the first time. Postgraduate students, doctoral students and interns are in a similar situation.

However, not all students can count on this guarantee. Persons who may be mobilized include:

students of correspondence and evening forms of study;

those who are receiving second or third education;

persons who have entered an educational level lower than the one already received.

It is important to pay attention to the actual status of the student. In the event of its loss, for example, due to expulsion, academic leave or violation of the conditions of study, the right to a deferral is automatically canceled.

In addition, the student must provide documentary evidence of education. If such documents are not available or do not meet the established criteria, it will be impossible to obtain a deferral.

At the legislative level, discussions are underway in the Verkhovna Rada regarding possible changes in this issue. In particular, a possible limitation of the deferral for students who have reached the age of 25 is being discussed. However, no constructive decisions have been made yet.

As a reminder, since April 2026, a new mobilization system has been operating in Ukraine, which partially started operating in March. The main focus is on digital tools, process automation, and increased control over those liable for military service, while the principles of mobilization remain unchanged.
