Ukraine to tighten housing rental rules for three years

Ukraine is planning significant changes to the rules for renting out housing, which could significantly change the traditional approach to renting out apartments and houses. State authorities intend to oblige landlords to conclude legally formalized agreements, and those who continue to work in the shadows will face financial sanctions.

According to information provided by People’s Deputy Olena Shulyak, this initiative is aimed at strengthening control over the rental market, in particular to expose unscrupulous landlords and increase market transparency. It is expected that significant fines will become the main incentive for the transition to legal relations.

Homeowners will be faced with a choice: to legally implement rental agreements or risk fines. Control can be carried out both by tax services and on the basis of complaints from neighbors.

The authorities emphasize that the legalization of rent will be beneficial for landlords. Official income can simplify work with banks, facilitate the issuance of loans and confirmation of solvency.

Also under discussion is the introduction of a minimum lease term, which for long-term contracts can be at least three years. This step is aimed at stabilizing the market and protecting tenants.

It is planned to introduce a differentiated taxation system: higher taxes are possible for short-term leases, while for long-term ones – more lenient conditions, which will help shape the rules of behavior of market participants.

Experts believe that such changes can significantly improve the situation in the market, making it more predictable and orderly, although they predict that some landlords may try to avoid fulfilling the new requirements, especially in the initial stages of implementation.
