Strict limits on payments: most people will be left without support

The Cabinet of Ministers of Ukraine has changed the rules for providing housing assistance to internally displaced persons, focusing on a more targeted distribution of finances.

According to the new resolution No. 390, the criteria for beneficiaries of assistance are being improved, introducing additional restrictions on financial status and property. The changes came into force in the spring of 2026, which has already led to a decrease in the number of people who can receive monthly support.

One of the important innovations was the establishment of a clear income threshold. Assistance is reserved exclusively for those families where the average income per person does not exceed 10,380 hryvnias per month. This indicator is related to the subsistence minimum for disabled persons and serves as an important guideline in the process of making decisions about providing assistance.

In addition to income control, state authorities have also begun to more carefully check the assets of displaced persons. Payments may be suspended if one of the family members has significant savings, for example, more than 100 thousand hryvnias in a bank account. Owners of new cars (up to 5 years old) are also subject to restrictions, with the exception of certain cases.

Particular attention is paid to real estate. If an IDP owns housing in the controlled territory that meets the standards of living, assistance may be canceled. This indicates that the state seeks to encourage the use of their own resources by those who have financial capabilities.

Despite the tightening of conditions, for certain categories of citizens, payments remain automatic and do not take into account their income or property status. This applies, in particular, to pensioners with low pensions (up to 10,380 hryvnias), people with disabilities of groups I and II, children with disabilities, orphans under 23, as well as guardians and adoptive parents.

As of today, there are about 4.6 million internally displaced persons in Ukraine, including more than 800 thousand children. However, the actual recipients of housing benefits are about 1.1 million people. The introduction of new restrictions will most likely lead to an even greater reduction in these figures, focusing support mainly on the most vulnerable categories of the population.

Previously, there were reports of problems with low pensions even for people with significant work experience, as well as the situation with shares taken from Ukrainians.
