Mobilization-2026: who is not subject to mobilization in April
In Ukraine, under martial law, general mobilization continues to apply to those subject to military service. However, there are categories of persons who are not subject to mobilization, as well as those who may receive a deferral.
According to Ukrainian legislation, in particular the Law “On Mobilization Training and Mobilization”, Article 23 lists persons who are not subject to conscription. These include citizens with health problems, difficult family circumstances, or those whose professional activities are important to the state.
The Law “On Military Duty” also defines persons who are excluded from military registration. These include, in particular, persons who are unfit for service according to the conclusion of a military medical commission (MMC), those who have reached the age of 60, as well as citizens who have lost Ukrainian citizenship or are recognized as missing or deceased by a court decision.
In addition, there is a list of persons who may receive a deferral or reservation. Among them:
– persons who are temporarily unfit for service according to the conclusion of the Military Medical Council;
– persons with disabilities of any group;
– conscripts who raise three or more children or are the sole guardian;
– those who care for children with disabilities or serious illnesses;
– guardians of children without parental care;
– persons caring for sick relatives;
– employees of critical infrastructure, state authorities and the defense sector;
– students, postgraduates, teachers and scientists;
– persons whose relatives died or went missing during hostilities;
– released from captivity;
– women subject to mobilization.
It is important to note that conscripts under the age of 25 who have not completed military service are also not subject to mobilization.
Ukrainians have the opportunity to extend the deferral online through the “Reserve+” application, where information on the grounds for deferral is already available in state registers. If the data is not updated, it is recommended to check it yourself. In the absence of confirmation of the deferral, individuals may be mobilized on general grounds.
The government is also currently adapting conscription procedures, allowing deferrals to be issued through the Centers for Administrative Services (CASS), and new conditions for short-term military service with subsequent social guarantees are being introduced for young people.
