Discount on fine for registration violation – when it appears in ”Reserve+”
In the summer of 2025, the Reserve+ mobile application will allow military conscripts to voluntarily pay fines for violating military registration with a 50% discount.
According to the Ministry of Defense of Ukraine, this is provided for by the new provisions of Law No. 4316-IX, which President of Ukraine Volodymyr Zelensky signed on March 13, 2025. This law amends the Code of Ukraine on Administrative Offenses, allowing citizens to pay fines online using a simplified procedure.
In addition to the discount for military conscripts who violated registration rules, the innovation also provides for complete exemption from paying fines for citizens who are already in military service but have previously imposed penalties.
The online payment process involves submitting an application through Reserve+ with an acknowledgment of the violation. After that, a resolution on the fine will appear in the application. Next, the user will pay the amount according to the specified details, and the system will automatically record the execution of the decision.
It is worth noting that the discount is valid for a limited period: after the resolution is issued, there are only 20 days to take advantage of the 50% discount. The full amount must be reimbursed if the fine is not paid during this time.
“Our task as a state is to support citizens in all matters. Thanks to the law signed by the President, we will make paying fines quick and convenient in the “Reserve+” application,” emphasized Kateryna Chernogorenko, Deputy Minister of Defense for Digitalization.
