In the case of mass disability registration, prosecutors have already been dismissed and suspected
After discovering a large-scale scheme to issue disability certificates using fake documents, 16 Khmelnytsky Regional Prosecutor’s Office prosecutors were dismissed.
The media reported this concerning the official reaction of the prosecutor’s office.
According to the available data, 47 prosecutors with disabilities are currently working in the Khmelnytsky Regional Prosecutor’s Office. Of all the prosecutors with the status of a disabled person, 16 were dismissed on October 1, 2024.
The prosecutor’s office is investigating a scheme involving Tetiana Krupa, the former head of the Khmelnytsky Medical and Social Expert Commission, and her son, Oleksandr. The woman is currently in custody in the Kyiv pre-trial detention center.
During the 2024 searches, law enforcement officers found about $6 million in cash in Krupa’s possession, some of which she tried to throw out the window. They also found fake medical documents with false diagnoses for men in her office. In the 2023 declaration, the Krup couple declared more than UAH 24 million in income. In addition, law enforcement officers seized more than 150 properties owned by the family.
In October 2024, more than 50 prosecutors in Khmelnytskyi Oblast, including the former head of the regional prosecutor’s office, Oleksiy Oleynik, were granted disabilities. Following the publicity, President Zelenskyy decided to abolish medical and social expert commissions as of January 1, 2025, and Prosecutor General Andriy Kostin resigned.
In April 2025, Polish prosecutors provided Ukraine with evidence of money laundering by the Krupa family abroad. The evidence concerns financial transfers from Polish banks to Swiss and American institutions.
The National Agency for the Prevention of Corruption recorded violations in Tetiana Krupa’s declarations worth more than UAH 34.8 million.
The criminal proceedings, which are being investigated by the Main Investigation Department of the State Bureau of Investigation, will examine the circumstances of the legality of disability groups for civil servants, including prosecutors, and the state budget expenditures on pensions paid to them.
The investigation found that heads of district prosecutor’s offices in various regions had illegally received the status of persons with group II disabilities. Accordingly, separate criminal cases have been opened against several individuals from the prosecutor’s office and medical and social expert commissions.
It has been established that the actions of the responsible persons caused losses to the state of UAH 1.551 million. After the prosecutors were notified of suspicion, some of them were dismissed from their administrative positions.
After resigning as head of the pension fund, Oleksandr Krupa, the son of Tetiana Krupa, has been actively selling his business in Ukraine, including the recent sale of two construction companies.
