All about mobilization 2025: rules, responsibilities, age restrictions
After the declaration of mobilization or the introduction of martial law in Ukraine, the order of work of state bodies, the army, enterprises, and other sectors changed.
Types of mobilization
In Ukraine, mobilization can be:
general – covers the entire territory of the country;
partial – operates in separate regions or specific areas, such as the economy, army, civil defense, and institutions.
The duration of mobilization depends on the duration of martial law.
Obligations of citizens during mobilization
According to Article 65 of the Ukrainian Constitution, citizens are obliged to defend the state, its sovereignty, and territorial integrity.
During the mobilization period, everyone must:
Appear at the territorial recruitment center (TCK and SP) at the specified time after receiving a summons;
provide transport, buildings, or other property for the needs of the Armed Forces of Ukraine with subsequent compensation from the state;
undergo an annual medical examination to determine fitness;
have a military ID card (paper or electronic) with you and provide it upon request of the CCC, police or border guards;
report changes in personal data within 7 days through the CCC or the “Reserve+” service;
comply with the legislation and rules of military registration.
Who is subject to conscription in 2025
Men aged 25 to 60 are subject to conscription if:
they are recognized as fit for military service;
have no grounds for deferment;
do not have reserved status.
Men aged 18 to 25 can also be involved in the service if:
they are reserve officers;
have experience in military service.
In other cases, young men can join the army voluntarily by signing a service contract.
Women registered in the military can participate in service or defense-related work at their discretion.
Reservation of critical enterprise employees from mobilization will resume on December 1, 2024. As announced by Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov during a telethon, this process will take place exclusively through the “Diya” portal.
