Wanted evaders: for which offenses can they be entered into the register
In 2025, the issue of military registration in Ukraine became increasingly relevant. In the context of war and constant mobilization, even minor violations of registration standards can lead to serious consequences, including the possibility of being put on the wanted list.
The Ministry of Defense of Ukraine has clarified which categories of persons may be included in the “Oberig” wanted list. These include:
- persons who did not register for military registration after reaching the age of 18;
- women with medical or pharmaceutical education who evaded registration;
- citizens who were removed from registration but did not restore their status within the established period;
- persons excluded from registration before May 18, who were obliged to register after this date;
- those who changed their place of residence and did not notify the territorial recruitment center;
- persons who ignored the summons or did not appear at the military medical commission without a good reason;
- Citizens who did not appear at the territorial recruitment center after receiving a summons for mobilization without a good reason.
Accounting violations are registered in the “Reserve +” system, which can automatically lead to the status of “wanted.”
However, there are ways to avoid this status. To be removed from the wanted list, it is necessary to close the case of an administrative violation or pay a fine. According to draft law No. 12093, the procedure has become more automated. The protocol may not be drawn up in person – the case is considered remotely, and the fine is imposed without summoning the person.
The minimum fine is 17,000 hryvnias, but if paid within 10 days, you can get a 50% discount.
You can also appear at the territorial recruitment center on your own. If the conscript personally appears at the CCC, there will be no grounds for the search.
Recall that the first wave of mobilization is planned for May, and individuals who may be blocked due to deferment and other violations were also mentioned.
