How much is Kivalov credited now after pension indexation, while you are saving pennies for bread

Since January 2025, the pension of former Ukrainian MP Serhiy Kivalov has been drastically reduced — from 246,000 hryvnias to just over 51,000 hryvnias per month.

A Shocking Cut: What Happened to Kivalov’s Pension

This move became possible thanks to the introduction of special coefficients aimed at reducing excessively high pensions, in line with government resolution No. 1 and Ukraine’s 2025 budget law.

The reduction is temporary and will remain in effect throughout the current year.

Despite the cut, Kivalov still holds the title of the wealthiest pensioner in Ukraine.

How Kivalov Secured the Country’s Largest Pension

Serhiy Kivalov managed to secure an exceptionally large pension through court, providing documents that reflected both his salary as a parliamentarian and as head of the International Humanitarian University.

These documents allowed him to count both incomes. According to journalists, Kivalov’s university salary saw an abrupt spike:

In October 2019, he earned 84,700 hryvnias, but by November, it had jumped to 442,700 hryvnias.

Subsequently, by February 2020, his monthly payments exceeded 330,000 hryvnias.

Thus, by dramatically inflating his university salary, Kivalov was able to secure a record-breaking pension.

What Kivalov’s Pension Looks Like Now

Under the new rules, his current monthly pension stands at 51,042 hryvnias.

Due to the introduction of limiting coefficients, Kivalov now loses about 195,000 hryvnias every month compared to his previous payout level.

This case highlights how specific legal maneuvers and salary manipulations have allowed some individuals to build up exorbitantly high pensions.
