$2,500 and the debtor was released: the executors “helped” him avoid paying almost UAH 600,000

The Obolon District Prosecutor’s Office of Kyiv has raised suspicions against the former head of the State Enforcement Service, the chief state bailiff, and the former head of one of the enforcement service’s district departments. They are suspected of illegally canceling the arrest on the debtor’s property for a reward of 2,500 US dollars.

According to the investigation, in November 2023, the head of the Obolon Department of the State Enforcement Service was contacted by the former head of another district department with a request to lift the arrest from the debtor in exchange for the amount above. The debtor had a debt of about 600 thousand hryvnias, which was determined by a court decision. As part of the enforcement proceedings, an arrest was imposed on two land plots, part of an apartment, and a car.

To lift the arrest, the state bailiff forged a statement from a debt collector stating that the debt had already been paid. This information was entered into the automated enforcement system, which became the basis for closing the case and lifting the arrest. The forged statement was certified by the manager’s signature.

After these actions, the debtor quickly sold his property, which made it impossible to collect the debt in favor of the debt collector.

The court has already decided to prevent two suspects from being released by detaining them, and the former head of the district enforcement service was placed under night house arrest. The Kyiv Court of Appeal appealed this decision.

The Obolon prosecutor’s office has filed a motion with the court to seize all property belonging to the suspects and remove the chief state bailiff of the Obolon district enforcement service from his position.

The investigation is ongoing, and the prosecutor’s office promises to identify all persons involved in this scheme.
