Tax evaders are being fined heavily: the CCC demands punishment, lawyers receive huge fees

With recent changes in legislation, fines for violating military registration have become a severe financial burden for Ukrainians. However, lawyers who promise to resolve the situation also often become very expensive.

Significant increase in fines

With the adoption of the new law on mobilization, fines for ignoring military registration have increased significantly. Previously, the fine for this violation was 1,700 hryvnias, but now it starts from 17 thousand and can reach 25 thousand hryvnias. If not paid within the specified period, the fine is doubled through the bailiff service.

According to analysts, in Ukraine, over 17 thousand cases have already been opened for violating military registration rules in the first months of 2025, and this figure continues to grow.

Legal services boom: high price for “help”

In connection with the new fines, a real boom has begun in the legal services market. Many companies and private lawyers offer “assistance in resolving issues with the CCC” at significantly inflated prices.

Consultations start at 5 thousand hryvnias, and case support or appealing a fine in court can cost 20–30 thousand hryvnias or more.

Sometimes, lawyers offer “package solutions” with full support for tens of thousands of hryvnias, although the fine is often smaller.

Additional costs: fines and legal services

Therefore, a Ukrainian who decides to appeal a fine through the court may spend more on legal services than the fine itself.

Lawyers justify their prices by the complexity of the process, which requires a lot of time, documents, and communication with courts and state bodies.

However, experts advise carefully assessing your situation: not every case is worth going to court. It is often more profitable to pay the fine with a 50% discount that the new legislation provides.

After introducing new military accounting rules, Ukrainians have to consider every expense because they may find themselves in a situation where “rescue” costs more than the fine itself.
