New opportunities to avoid mobilization: “Reserve+” will introduce two more types of deferrals – for whom this is relevant

From May 8, 2025, the Reserve+ mobile application will have updates that affect the process of issuing deferrals from mobilization. Kateryna Chernogorenko, Deputy Minister of Defense of Ukraine for Digitalization, announced this during a speech at the “United News” telethon.

The innovation will benefit Ukrainians entitled to a temporary exemption from service. The Ministry of Defense emphasizes the need to optimize and simplify the process of obtaining deferrals.

According to the new rules, the application will present two new types of deferrals:

For persons with temporary unfitness for service for a period of 6 to 12 months, this decision must be confirmed by the conclusion of a military medical commission and applies to Ukrainians with temporary medical contraindications.

For citizens who have a spouse in military service and children under the age of 18, a deferral is provided so that one of the parents can stay with the child.

Chernogorenko noted that these categories often asked about their rights and opportunities for deferrals.

These changes are part of a broader digital transformation in mobilization processes. The main task is to transfer the maximum number of procedures to an online format, which will allow territorial recruitment and social support centers to be unloaded and eliminate queues and paperwork.

Applications for deferral can be submitted directly in the mobile application without a personal visit to the recruitment center. All document verification and confirmation of rights to deferral will be carried out through state information resources, which will significantly reduce processing time.

Representatives of the Ministry of Defense emphasize that this is only the first stage in updating the “Reserve +” functionality. In the future, the application’s capabilities will be expanded, including the ability to submit medical certificates, record service experience, and communicate online with recruitment centers.
