Fine for international orders: Ukrainians shocked by new postal delivery rules

Received a parcel from abroad? Be careful, as the new rules may result in fines or even confiscation of your goods.

Ukraine has introduced strict requirements for the taxation of international postal items. If the value of your parcel does not exceed 150 euros, customs payments are not required. For more expensive goods, 20% VAT and 10% duty are charged on the amount exceeding this limit.

Violation of customs regulations can lead to serious consequences, including fines for false declarations. Customs authorities may require confirmation of the value of the goods, so it is essential to keep all payment documents.

On March 25, the Verkhovna Rada of Ukraine adopted a law that increases liability for violating customs regulations during international shipments. This document is currently awaiting the president’s signature.

The changes concern Article 473 of the Customs Code of Ukraine. In case of a discrepancy between the declared goods and their actual name, quantity, or value, the fine maybe 30% to 50% of the value of the goods. Confiscation is also possible.

District and city courts will resolve cases related to these violations, determining the amount of the fine and whether confiscation is necessary. It should be remembered that payment of the fine is not exempt from customs duties.

Bill No. 12429, currently being considered by the parliament, proposes to abolish the tax exemption for goods from marketplaces and legal entities. Only parcels between individuals worth up to 45 euros can be sent without VAT.
