Bill No. 13193: journalist explains prospects for student mobilization
Medical workers may be partially taken to the front, warns the Ministry of Health
The Znay.ua channel reported that the Ministry of Health of Ukraine plans to implement a mechanism for partial redeployment of medical workers to meet the needs of the Armed Forces of Ukraine. This decision was made based on the recommendations of the Cabinet of Ministers, which in February 2025 allowed the reservation of all positions for doctors in state and municipal institutions. At the same time, as Kateryna Kotenkova notes, specialists needed for defense may be involved in military service.
Minister of Health Viktor Lyashko has already held a meeting with the heads of regional health departments, during which the topic of forming lists of doctors who may lose their reservation was raised.
Kotenkova also comments on the situation regarding the possible involvement of students in the service: “Currently, the mobilization of students in May is not planned, but the situation may change in the summer if legislative initiatives, particularly government bill No. 13193, are adopted.” This bill would reduce the number of students eligible for deferment.
Overall, a large number of students are currently eligible for deferment, including graduate students and full-time students. However, graduate students are now required to take an English language proficiency test, and those who fail may be subject to conscription.
