Irpin Mayor Markushyn is suspected of organizing the illegal departure of a godfather abroad

Oleksandr Markushyn, the mayor of Irpin, who was recently able to return to his duties after his house arrest was lifted, is currently suspected of organizing the illegal deportation of men evading mobilization abroad. Among these individuals is his godfather, who is also accused of embezzling humanitarian funds intended for the Armed Forces of Ukraine.

These serious charges were revealed through information from the Telegram channel “Vykryvach.” According to the director of the “Native Village” charity fund, the mayor of Irpin allegedly helped his godfather, Serhiy Rosstalny, who is a key contractor for the city’s reconstruction, to leave the country by presenting him as a humanitarian aid driver.

According to the information received, the departure was formalized through the fund as a “medical cargo driver,” which enabled Rosstalny to cross the EU border. In January 2025, the State Bureau of Investigation opened a criminal case, but it was later quietly transferred to the Kyiv region police, and the investigation was subsequently suspended.

According to sources, Markushyn also signed documents for six evaders to travel abroad, many of whom did not return to Ukraine. Notably, Serhiy Rosstalny, who had initially left for the United States in the summer of 2024, was among them.

Rosstalny’s companies, with the support of the city mayor, received more than 700 million hryvnias from the Irpin budget for the restoration of the city, including international financial assistance. In addition, Markushyn and Rosstalny repeatedly traveled abroad as volunteers; however, according to customs authorities, they never declared any humanitarian cargo.

Journalists also drew attention to Markushyn’s volunteer activities, noting that he had formed a voluntary community in 2022 and applied for duty-free importation of cars. However, it turned out that none of these cars were sent to the military; they were probably dismantled and sold.

In early 2023, the Pechersk Court of Kyiv decided to take Markushyn into custody with a bail of 30.2 million hryvnias due to his trip abroad.
