Admission campaign 2025: innovations for applicants and mistakes that can cost the budget

In 2025, the admission campaign in Ukraine will be held according to updated rules that have already changed the application process. It is essential for applicants to be particularly cautious to avoid critical mistakes that could result in losing a place on the budget or an incorrect calculation of the competitive score.

One of the key changes is the need to prioritize not only state education, but also contract education. This means that for one specialty at one university, two applications can be submitted: one for the budget, the other for the contract. This approach increases the chances of admission, even if the applicant does not get on the list of those recommended for the budget.

The Ministry of Education also emphasizes that if an applicant is recommended for the budget but refuses the place, it will no longer be possible to receive a state grant in the future.

Additionally, a change is being made to the methodology for calculating the competitive score. The calculation formula depends on the year in which the NMT was taken, so even with the same test results, applicants may have different scores. To avoid misunderstandings, applicants are recommended to use the official calculator available on the “Entry-2025” portal in the EDEBO system.

Master’s students are also waiting for innovations. New areas, such as linguistics and art history, have been added to the list of specialties for which the EFVV is offered. For other specialties, admission is based on the results of the Unified State Qualification Exam (ESQI). All applicants should familiarize themselves with the current list of exams in Appendix 8 to the Admission Procedure.

Additionally, a significant change has been the introduction of online admission to graduate school. Now applications are submitted exclusively through electronic offices. Additionally, to participate in entrance exams, applicants are required first to take the EVI and EFVV. Please note that deadlines for graduate students may differ from the general ones; therefore, it is essential to monitor the specific deadlines carefully.

You should also pay attention to the updated list of fields of knowledge. Many specialties have received new names and codes. This may lead to technical errors when filling out the application, so it is recommended to verify the correctness of the specialties according to the updated classifier on the official EDEB website.

All these changes are aimed at increasing the transparency of the admission campaign, but require maximum attention from applicants and their parents. Mistakes or misunderstandings of the new rules can significantly reduce the chances of gaining admission to the desired university.

We remind you that they plan to reduce the number of universities in Ukraine, as diplomas are often received without adequate education. It was also previously reported on recommendations for parents to avoid recruiting children and new rules that may leave thousands of Ukrainian children without education from September 1.
