The scheme with inflated electricity tariffs led to losses of KP “Kyivpastrans” in the amount of UAH 11.5 million
In Kyiv, law enforcement officers uncovered a major scheme to embezzle budget funds, organized by the director of a company that supplies electricity to the Kyivpastrans municipal enterprise. According to the investigation, the head of the enterprise provided inflated bills, despite the reduction in electricity tariffs. This led to the utility company overpaying more than 11.5 million hryvnias.
Investigators from the Podilskyi Police Department and prosecutors from the Podilskyi District Prosecutor’s Office in Kyiv discovered that an agreement had been concluded between Kyivpastrans municipal enterprise and the supplier, which provided for changing tariffs in the event of their fluctuations. However, the company did not inform the customer about the price reduction and continued to issue invoices at the old, higher tariffs.
Expert opinions confirmed that the enterprise overpaid about 11.5 million hryvnias, which caused losses to the capital’s budget. The director of the company was charged under Part 5 of the Act. 191 of the Criminal Code of Ukraine (possession of property in vast amounts by abuse of official position). A petition has been sent to the court for the application of a preventive measure in the form of detention with the possibility of posting bail.
The sanction of the article provides for a penalty of up to 12 years of imprisonment, a ban on holding positions or engaging in certain activities for three years, as well as confiscation of property.
As part of the same investigation, suspicions were previously raised regarding the former head of one of the departments of the Kyivpastrans Enterprise. Her actions are qualified as official negligence (Part 2 of Article 367 of the Criminal Code of Ukraine), since she did not ensure control over the adjustment of the cost of supply, which allowed the implementation of a fraudulent scheme.
The Department provides operational support in the case of the Protection of the National Statehood of the SBU.
