The pension fee when registering a car will increase: what amounts will there be for drivers in 2026
From January 1, 2026, new rules for the formation of a pension fee during the initial registration of passenger cars will be introduced in Ukraine. Most importantly, the new base for calculating the fee will be the subsistence minimum of 3,328 hryvnias.
The Ministry of Internal Affairs’ Main Service Center announced this change. With the new rules, the pension fee rates will depend on the cost of the car:
– 3% – if the cost of the car does not exceed 549,120 UAH (up to 165 subsistence minimums);
– 4% – if the cost ranges from 549,120 to 965,120 UAH;
– 5% – for cars costing more than 965,120 UAH (more than 290 subsistence minimums).
The fee will be calculated based on the car’s cost, excluding value-added tax. The value will be determined by documents confirming the amount for which the vehicle was purchased, such as purchase and sale contracts, valuation certificates, or customs declarations.
The pension fee must be paid for both new and used cars upon their first registration in Ukraine. At the same time, cars with only electric motors will be exempt from paying the fee.
These innovations aim to establish transparent criteria for determining and paying the pension fee in line with the real cost of cars and market conditions.
